Since 78 Smallville, Man Of Steel and now Superman & Lois have dragged that non flying pre Superman Clark Kent through the dirt. It just felt too much of a stretch of creditability to have a pre Superman Clark Kent not be able to fly while his other powers were developing and only fly when he suits up for the first time.
Superman & Lois is like an extension of the show of them raising kids.
